북한 사람들은 김정은을 어떻게 생각할까?

What do North Koreans think about their leaders? It’s an impossible question to answer, given that North Korea is a totalitarian state. Now, a new project at the Center for Strategic and International Studies, a Washington think tank, is trying to poll North Koreans who live in North Korea.

북한 사람들은 그들의 지도자에 대해 어떻게 생각할까? 북한이 전체주의 국가라는 점을 감안하면 대답이 불가능한 질문이다. 그러나 현재 워싱턴 소재 싱크탱크인 전략국제문제연구소(CSIS)의 새 프로젝트는 북한에 살고 있는 주민들을 대상으로 여론조사를 시도하고 있다.

“This gives us a window into what the average North Korean citizen is thinking,” said Victor D. Cha, chair of Korea studies at CSIS. “This is the first time we’re hearing directly from people inside the country.”

CSIS 한국석좌인 Victor D. Cha는 다음과 같이 말한다. “이 프로젝트는 우리에게 북한의 일반 주민이 어떻게 생각하는지 엿볼 창을 제공해준다. 북한 내부 사람들로부터 직접 듣는 것은 이번이 처음이다.”

The project contracted a nongovernmental agency that works inside North Korea to carry out surveys. The NGO surveyed 20 men and 16 women between the ages of 28 and 80. They came from a variety of backgrounds, with jobs including doctor, laborer, homemaker, factory worker and company president, and they lived across the country.

본 프로젝트는 조사를 수행하기 위해 북한 내부에서 활동하는 비정부단체와 계약을 맺었다. 해당 NGO는 28~80세 사이의 남자 20명과 여자 16명을 대상으로 설문을 실시했다. 이들은 북한 전역에 거주하는 의사, 노동자, 주부, 공장 근로자, 회사 사장 등으로 다양한 출신 배경을 지녔다.

Thirty-five of the respondents said their family, friends or neighbors complained or made jokes about the regime in private. “For the vast majority of the world’s population, especially for those people living in free and open societies, a similar such finding would be quite banal,” the survey report states. “But North Korea is not a free and open society. That all but one . . . say people they know complain and makes jokes about the government is an extraordinary number given the gravity with which the regime responds to criticisms.”

응답자 중 35명이 그들의 가족, 친구, 혹은 이웃들이 남몰래 정권에 대해 불평하거나 농담을 한다고 밝혔다. “이와 유사한 결과는 전 세계 대다수, 특히 자유롭고 개방된 사회에 살고 있는 사람들에게서 상당히 진부하게 나타난다.” 조사 보고서는 언급한다. “그러나 북한은 자유롭고 개방된 사회가 아니다. 단 한 명을 제외한 모든 응답자가 자신이 아는 사람이 정권에 대해 불평하거나 농담을 한다고 말했다는 사실은, 비판에 대한 정권 대처의 심각성을 고려할 때 보기 드문 수치다.

“This survey confirms defector testimony, but defector testimony is a biased sample,” Cha said, because people disaffected with the regime are more likely to flee the country. The finding that the overwhelming majority of respondents still living in North Korea also make jokes at the government’s expense is another thing altogether, he said.

“본 설문조사는 탈북자들의 증언을 확인해주지만, 탈북자 증언은 편향된 표본이다.”라고 Cha는 말한다. 정권에 불만족하는 사람일수록 도망칠 가능성이 높기 때문이다. 따라서 여전히 북한에 살고 있는 응답자 중 압도적 다수가 정권을 비웃는다고 응답한 것은 전적으로 별개의 문제라고 그는 언급했다.
