유튜브, 북한 채널을 폐쇄하다

YouTube has blocked North Korea’s state television channel, which broadcasts news on everything from nuclear tests to Kim Jong Un’s outings, to avoid breaching U.S. sanctions against the regime. The action was apparently taken not because of the content in the channel but because the North Korean government could earn money from YouTube through advertising. “This account has been terminated for violating YouTube’s Community Guidelines,” a message on the Korean Central Television channel’s page reads.

유튜브는 핵실험부터 김정은의 외출까지 북한의 모든 것에 관한 뉴스를 방송하던 북한 관영 TV 채널을 폐쇄했다. 미국의 대북제재를 위반하지 않기 위해서다. 이러한 조치는 채널 내 콘텐츠 때문이 아니라 북한 정권이 유튜브 광고를 통해 벌어들이는 자금 때문에 취해진 것이 분명하다. “YouTube 커뮤니티 가이드라인을 위반하여 계정이 해지되었습니다.” 라는 안내문구가 <조선중앙TV> 채널 화면에 나온다.

Under sanctions imposed in March, the Treasury Department designated North Korea’s Propaganda and Agitation Department as engaging in censorship on behalf of authorities. The measures ban any U.S. company or person from doing business with the department. Joshua Stanton, a lawyer and proponent of sanctions, said YouTube probably realized there was a problem with money changing hands. “Having reviewed the sanctions in March, they would have said that this is risky, we are potentially in violation,” he said.

(지난해) 3월에 채택된 대북제재 하에서, 미 재무부는 북한 당국을 대표하는 검열대상으로 북한 선전선동부를 지명했다. 해당 조치는 미국 기업이나 개인이 선전선동부와 사업하는 것을 금지했다. 변호사이자 제재 찬성론자인 Joshua Stanton은 유튜브가 자금의 흐름에 문제가 있다는 사실을 발견했을 것이라고 언급하면서 “3월의 대북제재 조치를 검토하면서, 그들은 아마도 ‘위험하다, 우리는 잠재적으로 법률을 위반하고 있다’고 말했을 것이다.”라고 밝힌 바 있다.

The YouTube decision has disappointed analysts, who used the channel for insights into this most impenetrable of states. “While it provided daily news shows on events the regime wanted shown, it also helped give context to structures I would normally only see via satellite image,” said David Schmerler, a researcher at the James Martin Center for Nonproliferation Studies in Monterey, Calif.

이 같은 유튜브의 결정은 가장 침투하기 어려운 국가에 대한 통찰을 얻는 데 본 채널을 사용해왔던 연구자들에게 실망을 안겼다. 캘리포니아 몬터레이에 소재한 James Martin Center for Nonproliferation Studies의 연구원 David Schmerler이 “비록 일간 뉴스가 정권의 보여주기식 행사들을 제공했지만, 대개 인공위성 이미지를 통해서만 볼 수 있는 건축물에 맥락을 부여하는 데에도 도움이 되었다.”라고 말한 것처럼 말이다.

Although other YouTube channels also broadcast North Korea’s news bulletins, this one was the fastest and one of the most reliable sources of images. The channel’s termination also means that the archive of videos that analysts pored over also has disappeared. Analysts estimated that the amount of money the channel was making was probably minimal.

비록 다른 유튜브 채널들도 북한 뉴스를 방영하지만 <조선중앙TV>가 가장 빠르고 신뢰할만한 이미지 출처였다. 본 채널의 종료는 연구자들이 눈여겨보던 동영상 아카이브 역시 사라졌음을 의미한다. 연구자들은 채널을 통해 벌어들이는 자금의 양이 아마도 최소 수준이었을 것이라고 추정하였다.
