North Korea : Dealing with a Human Rights Scourge and Security Threat
북한 : 인권 재앙과 안보 위협 다루기

The Democratic People? Republic of Korea long has been recognized as one of the globe? most difficult challenges. For two decades concern over Pyongyang? nuclear program has dominated international attention toward the Korean peninsula. The new United Nations report on the North? human rights practices reminds us that the DPRK most directly is a threat to its own people.

북한은 전 세계에 가장 어려운 도전 중 하나로 오랫동안 인식되어 왔다. 20년 동안 평양의 핵개발계획에 대한 우려는 한반도에 관해 가장 중요한 국제적 관심사가 되어왔다. 유엔의 북한인권실태 보고서는 북한이 자국민에게 가장 직접적인 위협임을 우리에게 상기시킨다.

The challenge facing the U.S. and other nations regarding human rights in the North is a lot like the security problem: what to do? The Kim dynasty has demonstrated no interest in disarming. Nor has it ever hinted at the slightest interest in treating the North Korean people better. Arguing that human rights should be an international priority doesn? change matters.

미국과 다른 나라들이 북한의 인권과 관련하여 직면하고 있는 도전은 안보 문제와 매우 유사하다: 무엇을 해야 하는가? 김씨 왕조는 군비축소(비핵화)에 관심이 없음을 보여 주었다. 또한 북한주민들의 처우를 개선하는 데 아주 작은 관심조차 보여주지 않고 있다. 인권이 국제적 우선순위가 되어야 한다고 주장하는 것도 상황을 바꾸지는 않는다.

However, the human rights report might be more effectively directed at another nation, the People? Republic of China. The PRC is North Korea? chief enabler. The DPRK? growing reputation as a human rights outlaw might help (to change China’s reputation). Someday monarchical communism will disappear from the Korean peninsula. It will do so sooner if China uses its considerable influence-and threatens to withdraw its even more important aid-to press Pyongyang to reform. The UN? scathing report on DPRK human rights practices might help win Beijing? cooperation.

그러나 인권보고서는 또 다른 국가, 중국을 좀 더 효과적으로 겨냥하는 것일 수도 있다. 중국은 북한의 주요 조력자이다. (중국의 입장을 바꾸기 위해서는) 북한의 퍼져가는 인권 범법자로서의 평판이 도움이 될 수도 있다. 군주적 공산주의는 언젠가 한반도에서 사라질 것이다. 만약 중국이 개혁을 하도록 평양을 압박하는 데에 중국의 상당한 영향력을 이용한다면-그리고 한층 영향력이 큰 원조를 중단하겠다고 위협한다면, 그 날은 더욱 빨리 올 것이다. 유엔의 북한인권실태에 대한 준열한 보고서는 베이징의 협력을 얻어 내는 데 도움이 될 수 있다.
