 “인민이 다시는 허리띠를 조이지 않게”

세계에서 가장 무시무시한 체제의 경제개방 신호는 격려할 가치 있어

TANTALISING hints of change have seeped out of North Korea in recent weeks. Not least, the callow Kim Jong Un has confounded Pyongyang-watchers who had predicted that he would slavishly follow his late father? recipe for keeping an iron grip on power.

최근 몇 주간 북한에서 감질 맛 나는 변화의 징후가 스며나고 있다. 특히, 풋내기 김정은은 평양을 주시하는 사람들을 당혹시키고 있다. 평양을 지켜보는 사람들은 그가 선친의 철권통치 방식을 비굴하게 따라갈 것으로 예상했기 때문이다.

In tone, the young Mr Kim has quickly signalled change from his father? paranoid rule, and with unexpected verve. His public appearances are also different. He is often seen laughing with those around him. Where Kim Jong Il? consorts were kept out of sight, a stylish young woman has recently appeared by the Great Successor? side. In public speeches (Kim Jong Il? were dubbed over by emotional commentary), Mr Kim says the years of belt-tightening are over. He calls for fresh economic thinking.

분위기상 어린 김정은은 아버지의 편집증적 통치와는 다른 변화의 신호를 예상 밖의 열정과 활기를 띠고서 재빨리 보내왔다. 김정은은 공개석상에 드러나는 모습도 다르다. 주변 사람들과 웃고 있는 모습을 자주 보여준다. 김정일의 배우자들은 숨어있었으나 이 ‘위대한 후계자’ 곁에는 최근 젊고 멋진 여성이 등장했다. 대중연설의 경우 김정일은 감정적인 해설로 더빙을 해버렸지만 김정은은 이제 허리띠를 조이는 시절이 끝났다고 말한다. 그는 새로운 경제적 사고를 요구하고 있다.

Does this amount to much? The question matters because if the young Kim really is his country? Gorbachev, then the West should seize every opportunity to help him go further. If it is merely another charade, then more pressure needs to be applied to the world? ugliest regime. So far there seems to be room for (very) limited encouragement. And the main hopes should be focused on opening up the country? economy rather than looking for political change.

이것이 어떤 의미가 있을까? 이 질문이 중요한 이유는 김정은이 정말로 북한판 고르바초프라면 서구는 그가 전진할 수 있도록 돕기 위해 모든 기회를 포착해야 하기 때문이다. 하지만 만약 또 하나의 가식에 지나지 않는다면 세계에서 가장 추악한 이 체제에 더 많은 압박을 가할 필요가 있다. 지금까지는 (매우) 제한적인 격려밖에 할 수 없을 것으로 보인다. 정치적 변화를 바라기보다는 나라의 경제를 개방하는 쪽에 희망을 걸어야 한다.

So there is every reason to remain suspicious. But by encouraging trade and teaching North Koreans the very basics of a market economy, what is there to lose? A few cronies will get richer. But other North Koreans will be a little less impoverished, and that bit better prepared for the day when the vile Kim dynasty goes.

북한정권을 의심할 만한 이유는 충분하다. 하지만 무역을 장려하고 북한 사람들에게 시장경제의 기초를 가르친다고 해서 잃을 것이 무엇이란 말인가? 몇몇은 부자가 될 것이다. 하지만 그 외 북한주민들은 조금 덜 가난해질 것이고, 결국 비도덕적인 김씨 왕조가 사라지는 그날을 조금 더 준비하는 셈이 된다.
